Fleet imports of the Toyota Camry into Russia and other EAEU countries are decided by three costs and one certificate: customs duty, VAT, the recycling fee, and the vehicle conformity document. Get those four confirmed for your exact trim before you sign a proforma invoice, because the recycling fee in particular can outweigh small differences in purchase price.
Which countries are covered by EAEU rules?
The Eurasian Economic Union includes Russia, Kazakhstan, Armenia, Belarus and Kyrgyzstan. Members share a common customs tariff framework and technical regulations, including TR CU 018/2011 on the safety of wheeled vehicles. What certification does a fleet Camry need?
- Series imports of the same model generally use vehicle type approval (OTTS).
- Single vehicles or small batches are usually cleared with an individual vehicle design safety certificate (SBKTS).
- In Russia, vehicles must have a working ERA-GLONASS emergency-call system to be registered; confirm with your certification agent how this is handled for China-market units.
How are import costs structured?
Landed cost for a fleet Camry typically combines the vehicle price, freight and insurance, customs duty, import VAT, the recycling (utilization) fee and certification and broker fees. The recycling fee in Russia depends on engine volume, engine power and whether the importer is a company or an individual, and it has been revised several times. We do not publish rates because they change; confirm them with the Federal Customs Service or your broker.

How do Camrys get from China to Russia and the CIS?
Depending on destination and volume, cars move by car-carrier truck, rail or sea. Kazakhstan and Central Asia are usually served overland; Armenia is usually reached by sea to Georgia and then by road. Fleet orders can be split into batches so that certification of the first batch is confirmed before the rest ship.
